Iowa’s digital infrastructure gap leaves 28 percent of rural high schools without dedicated media labs or reliable high-speed connections sufficient for cloud-based arts software. The resulting disparity appears in state assessment data showing rural students scoring 14 points lower on technology literacy items than urban peers.
The Digital Arts Access Initiative requires applicants to document current broadband speeds at each participating school using Iowa Communications Network test results from the application year. Proposals must list specific hardware models and software licenses requested, with confirmation that devices will remain on school property rather than circulating.
Faculty training budgets must cover at least 60 hours of documented instruction from vendors approved by the Iowa Department of Education. Progress reporting uses pre- and post-assessments aligned with state technology literacy standards rather than self-reported participation counts.
Unlike Nebraska digital grants, Iowa requires speed test documentation because its rural electric cooperatives operate under distinct last-mile regulations that create variable connectivity levels across counties.
