Applicants must supply district-level procurement records from the Iowa Department of Education's nutrition program and letters of commitment from at least two farms registered with the Iowa Department of Agriculture and Land Stewardship's farm-to-school directory. Proposals without these records are returned without scoring.
Review criteria emphasize measurable increases in student fruit and vegetable consumption tracked through plate-waste studies conducted by the district's existing food-service staff. Iowa does not fund projects that rely on external evaluators without prior district employment.
Applications must also address the state's concentrated swine and poultry production regions, where odor and water-quality concerns intersect with school nutrition education and require specific sourcing protocols that exclude certain counties. Iowa reviewers require these sourcing maps to be submitted with the initial application.
Iowa's statutory requirement that all farm-to-school produce meet state-grown certification standards, combined with the absence of a regional food hub network comparable to those in Minnesota and Nebraska, creates operational constraints not present in adjacent states.
