Infrastructure gaps include absence of irrigation at 60 percent of rural school sites, requiring soil mixes with higher water retention. The grant allocation covers 15 bags of organic potting soil formulated for container use, allowing clubs to avoid municipal water restrictions during drought declarations.
Iowa's population of 3.2 million shows 35 percent residing in counties with fewer than 20,000 residents. Clubs must map proposed plot locations against USDA pollinator habitat rankings to confirm placement in lowest-quartile zones. Recipients submit GPS coordinates and soil volume records with each material request.
Unlike states with established prairie seed networks, Iowa clubs must source plants from nurseries that certify seed origin within 200 miles. This grant requires proof of in-state purchase to align with state agricultural department tracking of invasive species movement.
