Iowa's agricultural innovation hubs encounter access barriers in counties experiencing rapid farm consolidation. The USDA 2022 Census shows 18 counties where the number of farms declined more than 15% since 2017, concentrated in western and southern tiers. Small and mid-size operators in these counties report limited connectivity to university extension research stations, with average travel times exceeding 75 minutes.
Farmers in these areas face documented gaps in adopting precision nutrient management and cover crop systems, with adoption rates 11 points below state averages in the most consolidated counties. Workforce data indicate that 34% of Iowa farm operators are over age 65, increasing the need for peer-to-peer training formats suited to limited broadband.
Eligible applicants include Iowa State University extension districts, soil and water conservation districts, and farmer cooperatives with at least 50 active members in the target counties. Applications must include county-level data on current cover crop acreage from the Iowa Nutrient Reduction Strategy progress reports and letters of support from the local USDA Farm Service Agency office.
Hubs must locate physical or virtual sites within the 18 counties showing the steepest farm loss and provide equipment demonstration days during non-planting windows. Funding supports shared equipment libraries and data platforms compatible with existing John Deere and Case IH systems common in the state.
Iowa differs from Nebraska by requiring explicit linkage to the state's 9 Soil and Water Conservation District regions and reporting of practice adoption verified through the Iowa Department of Agriculture and Land Stewardship's cost-share database. Quarterly submissions include participant zip codes and acreage under new practices rather than generalized reach metrics.
