Cost constraints in Iowa farming communities center on the absence of discretionary income for mental health services. United States Department of Agriculture data indicate that the median net farm income in Iowa fell to $68,000 in 2023 after input cost increases, with 37 percent of operations reporting negative cash flow. This funding therefore restricts eligibility to cooperatives or extension offices that can deliver sessions at no direct participant cost and that already receive state agricultural mediation program funding.

Workforce constraints include the concentration of licensed mental health providers in Polk, Linn, and Johnson counties, leaving 78 of Iowa's 99 counties designated as mental health professional shortage areas. Workshops must therefore be scheduled at existing cooperative meeting rooms during winter months when fieldwork is lowest, reducing both travel and opportunity costs for participants.

Application budgets must itemize instructor travel at the state mileage rate and demonstrate that all materials are printed in-house by the cooperative rather than outsourced. Programs that propose facility rental or participant stipends receive automatic disqualification under current cost-control guidelines.
