Data infrastructure constraints appear in system interoperability. Only 61 percent of Iowa's private child welfare providers use electronic records compatible with the state's SACWIS platform. The remaining providers rely on fax and mailed documents, extending average case review cycles by 11 days.
Organizations seeking operations funding for data systems must submit current case volume statistics by county, a data migration timeline covering legacy paper files, and letters of intent from at least four partner agencies committing to shared platform use. Budgets must isolate hardware, software licensing, and staff training line items.
Readiness requirements include demonstrated compliance with Iowa Code chapter 232 confidentiality rules, three years of financial audits, and a data security plan meeting state Department of Administrative Services standards. These specifications differ from those in states with fully centralized case management procurement.
Unlike Colorado applications, Iowa requires demonstration of multi-county data exchange protocols because agricultural labor mobility routinely crosses county boundaries.
