Grant Overview
Iowa's digital heritage mapping projects face elevated per-record costs driven by dispersed courthouse locations and variable broadband. With 99 counties and no centralized digital parcel system until 2025, contractors must travel to each county seat to scan paper plat books and Sanborn maps, adding an estimated $185 per record in travel and digitization labor.
Small historical societies in counties with populations under 15,000 rarely maintain staff capable of metadata entry at Library of Congress standards. This produces backlogs that extend project timelines by six to nine months beyond initial estimates.
The Digital Heritage Mapping Project funding can absorb these costs when budgets explicitly line-item county courthouse travel, scanner rentals, and a 20-hour metadata training module delivered through Iowa State University Extension. Proposals omitting these line items receive lower technical scores.
Iowa requires every digital record to carry a permanent URL registered with the State Library's Iowa Heritage Digital Collections portal. Applications must therefore include a memorandum of understanding with the State Library rather than proposing independent hosting.
Because Iowa's agricultural property tax formulas treat certain historic farmsteads differently from commercial buildings, mapping projects must also flag parcels that qualify for the state's 2023 Historic Agricultural Property Tax Credit. This additional data field is verified during the final compliance review and cannot be added post-award.
