Iowa Flood Recovery and Sleep Study Resumption Targets Iowa's accredited sleep clinics must address flood damage that interrupts diagnostic capacity in river-adjacent counties at rates exceeding those in surrounding states. The Iowa Department of Natural Resources flood mapping identifies 18 accredited facilities within designated 100-year floodplains, with repeated inundation events recorded in Black Hawk and Woodbury Counties. The 2019 Missouri River flooding closed four facilities for periods averaging 78 days.
Eastern Iowa counties experience longer diagnostic backlogs because accredited centers are concentrated along the I-80 corridor. Iowa Workforce Development reports that 64 percent of sleep technologists work in Polk and Linn Counties, leaving western and southern facilities with limited surge capacity. Food processing and agricultural equipment manufacturing employees, who represent 17 percent of the workforce, depend on these regional sites for evaluations linked to safety-sensitive positions.
This grant funds replacement of flood-damaged diagnostic equipment and facility repairs that meet Iowa Department of Public Health standards for elevated mechanical systems. Applications require submission of local flood mitigation plans and quantified targets for resuming sleep studies within 30 days of facility reopening. Unlike Nebraska or Missouri proposals, Iowa mandates evidence that restored equipment includes water-resistant components meeting updated state electrical codes adopted after 2019.
Facilities must demonstrate existing contracts with mobile sleep study providers and participation in the Iowa Medicaid enterprise provider network. The Iowa Board of Medicine maintains records for 24 accredited sleep facilities, with 11 situated in counties that experienced major flooding declarations in the past decade.
