Iowa's native pollinator conservation outcomes center on increasing floral diversity within 100-meter buffers along drainage ditches and contour buffer strips. The state's 1.9 million acres of row-crop agriculture leave only 3.2 percent of land in permanent cover, producing measured declines in Bombus affinis counts of 67 percent since 2000. Target metrics include establishment of 1,200 stems per acre of milkweed and 800 stems of early-season forbs on Native-managed parcels.
Outcome tracking uses standardized transect counts conducted by Iowa State University extension personnel in May, July, and September. Proposals must commit to three years of post-establishment monitoring with data uploaded to the state's natural heritage database. Economic returns are quantified through reduced insecticide expenditures on adjacent corn and soybean fields, averaging $14 per acre in documented savings.
Implementation requires coordination with county soil and water conservation districts that administer federal EQIP contracts. Unlike Minnesota, Iowa mandates that plant materials originate from within 200 miles to maintain local ecotype certification. Seed mixes must contain at least four species blooming before June 1 to support queen bumblebee emergence.
Awards allocate 25 percent of funds to landowner incentive payments of $45 per acre for three-year maintenance agreements. Performance milestones release subsequent payments only after verified stem counts exceed 70 percent of design targets. This structure differs from Nebraska programs that allow greater flexibility in species selection.
