Grant Overview

Iowa's genetic research projects must demonstrate readiness to enroll participants from counties with persistent poverty rates above 15 percent, primarily in the southern tier along the Missouri border. The state's 99 counties contain 32 that the USDA classifies as low-access for specialty care, with average drive times to a medical geneticist exceeding 90 minutes. University of Iowa researchers currently draw 78 percent of study participants from Johnson and Linn counties, producing sample sets that underrepresent the agricultural workforce in western Iowa.

Readiness requirements include pre-existing partnerships with county boards of health and documented capacity to obtain informed consent in both English and Spanish. The Iowa Department of Public Health requires that any grant-funded study obtain an additional state-level institutional review board review focused on rural recruitment logistics before enrollment begins.

Applications must present county-level demographic tables showing planned enrollment proportional to poverty and agricultural employment statistics published by the Iowa State Data Center. Budgets require line items for mobile phlebotomy units capable of operating on gravel roads during harvest season. Unlike Nebraska or Missouri readiness criteria, Iowa mandates submission of a winter weather contingency plan covering December through March operations.

Projects that cannot verify at least one signed memorandum of understanding with a southern Iowa critical access hospital will be returned without review.
