Providers in counties designated as unserved must also document that last-mile connections will achieve minimum speeds of 100 Mbps download.
Electric cooperatives serving 28 counties hold the majority of unserved addresses, yet many lack dedicated grant-writing staff. Municipal utilities in smaller cities face separate constraints because they must coordinate pole-attachment agreements with investor-owned electric companies. Both categories of applicants must verify that new connections will serve at least 50 unserved locations to meet program thresholds.
The creative services grant can supply mapping interface design and community education materials that explain subscription options. Recipients must file progress maps with the Iowa Utilities Board every 90 days. This filing structure channels support toward providers already maintaining regulatory reporting systems.
Unlike Nebraska applications, Iowa requires explicit coordination with the state's 15 regional planning affiliations for project siting.
