Districts in Sioux, O'Brien, and Decatur counties report average delivery surcharges of 14 percent above state urban averages, pushing total kit costs beyond available discretionary funds. These same districts serve student populations where 38 percent qualify for free or reduced-price lunch, limiting any expectation of family contributions for materials.
The grant supplies complete grade-band science kits aligned with Iowa Core science standards and covers shipping at actual carrier rates. Eligible applicants must certify that their current-year general fund science allocation is less than $6 per student and provide the prior year's budget line-item detail. Kits must remain property of the school district and be catalogued in the district asset system for a minimum of three years.
