The Iowa Department on Aging reports that 37 percent of seniors in non-metro counties have never used a video call platform. Existing Area Agency on Aging programs maintain waiting lists averaging 11 weeks for technology assistance visits due to staffing shortages.
The funding targets organizations that can deliver training through existing congregate meal sites and senior centers already receiving state allocations. Eligibility requires documented partnerships with at least two county public health departments to coordinate participant recruitment.

Eligibility Criteria for Iowa Senior Technology Programs

Applications are scored on a 100-point scale with 35 points allocated to demonstrated ability to recruit and retain participants from counties with senior isolation indices above the state median. Budgets must dedicate at least 40 percent to participant devices or connectivity subsidies and may not exceed $95,000 for a 12-month period. Quarterly reports must include de-identified pre- and post-training assessment scores using a standardized digital literacy instrument approved by the Iowa Department on Aging.
