Iowa Farm-to-Table Capacity Limits Iowa produces 19 percent of U.S. corn and 12 percent of soybeans, yet the state contains only 47 USDA-inspected small-scale processing facilities capable of handling direct-to-consumer meat or produce volumes. Scholarship applicants must identify an existing inspected facility within 50 miles of both the supplying farm and the purchasing restaurant and provide a letter of intent from the facility operator.
Capacity gaps center on cold-chain equipment. Iowa Department of Inspections and Appeals records show 28 counties without any mobile refrigerated unit available for lease. Proposals must therefore budget for either equipment purchase or documented rental agreements that cover the full production season.
Infrastructure constraints include limited commercial kitchen space. The Iowa Economic Development Authority maintains a list of only 19 shared-use commercial kitchens statewide, with 12 located in metropolitan counties. Rural applicants must describe how product will be aggregated and transported to the nearest listed kitchen without exceeding temperature-control requirements.
Demographic age distribution shows 22 percent of Iowa farmers are over 65. The scholarship requires applicants to pair with at least one retiring farm operator who will transfer production contracts to the new enterprise, documented through a signed transition agreement.
Workforce composition data indicate fewer than 800 individuals employed in food processing outside large meatpacking plants. Applications must project new part-time or seasonal positions created and tie those positions to documented wage rates at or above the county median for food preparation workers.
Iowa Local Food Aggregation Site Requirements Geographic realities split the state into 12 regional food hubs defined by the Iowa State University Extension. Proposals must state which hub the enterprise will operate within and confirm that the chosen hub has available distribution days during the target harvest window.
Unlike Missouri or Nebraska applications, Iowa requires third-party verification of all farm-to-table claims through the Iowa Department of Agriculture and Land Stewardship's market development division before final scholarship disbursement.
