County extension offices report that seniors in Page and Ringgold counties travel 35 miles to access any public computer lab. Library systems in these areas operate with single part-time staff and cannot offer dedicated digital skills classes. Existing online tutorials assume reliable home connections that many rural seniors lack.
Iowa Senior Broadband and Facility Constraints
Winter weather frequently isolates residents for days, making consistent attendance at distant sites impossible. Libraries that remain open have purchased tablets but lack staff trained to teach basic navigation and scam avoidance.
Readiness Requirements for Iowa Applicants
Proposals must identify at least three counties with senior populations above the state median and provide letters from county extension offices confirming facility access during non-winter months. Budgets must include mobile lab equipment and printed reference materials for participants without home internet. Priority is given to programs that coordinate with local banks and pharmacies on practical tasks such as online bill payment and prescription refills.
