Iowa's target outcomes for parent education workshops center on measurable shifts in childhood nutrition and physical activity metrics within counties that have child poverty rates above 15 percent according to the most recent American Community Survey five-year estimates.
These outcomes matter because Iowa's agricultural economy produces high volumes of commodity crops yet shows persistent gaps in household food security in non-metro areas. The state reports higher than average rates of childhood overweight in counties dependent on meatpacking employment.
Implementation requires delivery through existing Iowa State University Extension networks in each of Iowa's 99 counties. Workshops must use curricula pre-approved by the Iowa Department of Education that align with the state's early childhood Iowa standards for family support.
Data collection protocols specify pre- and post-workshop surveys on household meal preparation frequency and child screen time, submitted through the state's Iowa Family Support Tracking System. Organizations must maintain at least one staff member certified in the evidence-based program model selected.
Eligibility is limited to Iowa-registered nonprofits that currently receive state maternal and child health funding or operate an Iowa Family Support program. Applications require a letter from the county board of health confirming no duplication with existing services funded through Title V or SNAP-Ed.
