Iowa's target outcomes center on quantifying net new employment in wind turbine technician and blade-repair occupations attributable to federal production tax credit extensions. The state hosts 11,660 megawatts of installed wind capacity, representing 62 percent of its electricity generation in 2023.
These outcomes matter because Iowa's rural counties have experienced 4.7 percent population decline since 2010 while wind-related payrolls grew 19 percent. Research designs must therefore link occupational projections to county-level migration and commuting data from the Iowa Workforce Development agency.
Why These Outcomes Matter in Iowa The state's 99 counties contain 7,300 operational turbines, creating a dense maintenance geography unmatched in other Midwest states. Proposals that model technician training demand must incorporate the 55-mile average distance between turbine clusters and the nearest community college with wind-energy certificates.
Implementation approach requires direct partnership with the Iowa Wind Energy Association for access to proprietary availability and maintenance logs. Budgets may include stipends for current technicians serving as research subjects, capped at $4,200 per participant to comply with state ethics rules.
Successful projects will produce county-specific forecasts of job growth under three federal policy scenarios, benchmarked against Iowa's existing 2,100 wind-related positions tracked by the U.S. Bureau of Labor Statistics. Unlike states with nascent wind sectors, Iowa applications must demonstrate capacity to distinguish marginal new hires from workforce churn within an already mature industry.
