Iowa's agricultural finance sector reports persistent gaps in credit-analysis capacity among first-generation college students from non-farm backgrounds. The Iowa Department of Agriculture and Land Stewardship records a 27 percent increase in demand for bilingual loan officers serving immigrant farming communities between 2019 and 2023.
The national funding opportunity targets these outcomes by requiring that finance-education initiatives produce measurable improvements in FAFSA completion rates and small-business loan application volumes within designated census tracts. Baseline data must be submitted with each proposal.
Marginalized communities in Iowa are concentrated in the meat-processing corridors of Sioux City, Waterloo, and Denison, where workforce turnover exceeds 40 percent. Programs must therefore schedule instruction around shift schedules and provide materials in Spanish and Karen.
Application requirements include a county-level outcome map that projects the number of new loan applications expected within 18 months of program completion. Reviewers compare projections against historical SBA data; overstatements trigger revision.
