Iowa high-school girls face capacity constraints when seeking consistent golf practice time outside school hours. The state maintains 312 public courses, yet 62 counties report fewer than two facilities with junior-access programs. The scholarship addresses these gaps by supporting enrollment at accredited Iowa colleges for students whose involvement includes course employment or club participation.
Workforce data show that Iowa's agriculture and food-processing sectors, which account for 18 percent of employment, draw graduates with degrees in agronomy, business, and applied sciences. Applicants from counties with populations under 25,000 must document at least 50 hours of verified activity and submit a statement explaining transportation arrangements to the nearest course. Awards are administered through the Iowa College Student Aid Commission.
Implementation includes an annual reporting requirement where recipients list current GPA and continued facility use. The commission accepts community-college starts, noting that 41 percent of Iowa undergraduates begin at two-year institutions. Stipends may cover equipment replacement up to $400 when receipts confirm purchase from Iowa vendors.
Iowa's flat topography and dispersed population produce different access patterns than neighboring states. Reviewers therefore accept driving-range receipts from non-regulation facilities when full courses exceed 30 miles, a flexibility calibrated to Iowa's county-level facility distribution.
